SEO for specific keyword

Hello everybody,

I am targeting a specific keyword: "17th edition exam". I have a page on my website: http://www.sparkyfacts.co.uk/About_the_17th_Edition_2382_exam.html

and I also have http://www.17th-edition-exam.co.uk.

Yet, none of these pages are on first page on Google.

How can we change that. My website Sparkyfacts has tons of great content about the 17th edition exam and ranks well one few keywords, but not on this one.

If somebody can help me fix this, I would it would be great.

Note: I am looking for something more then "I will do SEO on your site and your rankings will improve" I have tried that several times and not much has changed.
