SEO for my website

I would like proposals for monthly SEO work on a website which offers holistic therapies and beauty treatments.

I would like to know how you propose on building links each month and I would like your view on link building post penguin and panda updates that state low quality links are not allowed. How does your work respect these new rules.

The website has been targeted locally with previous SEO and I am interested in a national campaign for 5 keywords (Reiki treatments, Reflexology treatments, Acupuncture treatments, Holistic treatments, Beauty Treatments).
