SEO for bilingual site

We need consultation.
We are planning to create site, which will operate equally in Russia and UK.
Russian and English are significantly different languages and we want to optimize for search engines both language parts of site. What is the most cost efficient way? We look at following variants:
A) Separate domains: груз.рф and cargo.co.uk with interlink between each other.
Plus: Quick search response (hosting in each country)
Minus: SEO efforts and costs for both domains. Risk of affiliate filtering.

B) Separate subdomains: uk.cargo.com and russia.cargo.com
Plus: SEO effect of joint domain.
Minus: Slow search response (hosting only in one country)

C) Single domain: cargo.com/uk-cargo and cargo.com/россия-груз
Plus: SEO effect of joint domain.
Minus: No geographical separation at domain level. Slow search response (hosting only in one country)
