SEO Assessment for new clients

I work in web marketing and have recently set up on my own. I provide a range of services and frankly I'm being inundated with work. One of my main services is SEO - I'm a link builder by 'trade' and know a bit about on site SEO but it's not my main skill set.

What would help me enormously is some help assessing the needs of new clients and getting some advice on a plan to help. For example when I get a new client asking for help - if you could assess the site and give me the prorities of what to change, what to work on and some advice on why sites aren't ranking. I have a couple of clients where I am not exactly sure so fresh eyes would help.

So the job is for a per client assessment of their on/offsite SEO, backlink profile, google local etc. And some advice on the best plan of action for each client.
