Search Engine Development

I am looking for a search engine or meta search engine to be developed with a web/mobile web front end. I want the search engine to search other specific websites search engines for particular keys words as well as searching by specific sites. Then return the searches aggregated by the website they were found on and by price. I would say it is something similar to a comparison site but it searches that company's specific website for a product rather than returning every result from the web.

I guess I need to know technically is the above feasible without any api integration from the specific websites.

For the person who is rewarded the job I would expect to see a proper project plan, technical wire frame, initial proof of concept working before releasing payments and if acceptable payment in stages that reflects your plan of development. All code or proprietary information and development work will be the property of my company, although a long term working relationship would be very much sort with the right person.
