Responsive Website Build - Design Provided

We are looking for a talented developer to build a 7 responsive website for us. This has already been designed and will need to be developed as per the spec. We expect the site to be cross browser compatible and responsive down to mobile. The site should be build of a flexible CMS that allows is to update all images and text on the site. The front end should be HTML5/CSS3 however we are flexible on the CMS used as long as it is off the shelf and not bespoke.
