Require a UK Based Developer/Designer For A New Social Concept

Greetings,

I am looking for a talented, quality UK based website developer/designer to bring a new social concept to life.

The following experience and attributes are highly desired;

- UK based (I've had many bad experiences with foreign "agencies" and freelancers)
- Twitter Bootstrap
- PHP Frameworks (CodeIgniter ideally)
- Building applications from scratch
- Attention to detail
- The ability to put forward meaningful suggestions

I possess design mock-ups and full specifications ready to be presented to potential candidates. I am refraining from posting the aforementioned documents as it will give me a chance to speak with said candidates one-on-one.
