Re-design 1 page on my website

I would like a creative wordpress master designer to work on one page of my wordpress website. The reason I mentioned creativity is because I do not want standard templates. I have some ideas of what I want and would like someone who can put it all together but at the same time inject their own ideas an creativity.

This job is for one page only, the content is there I just want the site re-arranged. So I will be asking the short list of my bidders to present me with some ideas before I award the job to judge your suitability. Please do not waste my time and yours if you aren't willing to accept the amount quoted to think this is too much work.
