Public PDF Generating Quotation system E-mailed to Public

Hello,

I need a system asap for existing site.

the site is basically,

I get lead -
I publish lead on internal site -
I charge providers via paypal to submit quote to lead -
provider fill in our form which e-mails a templated quote direct to our client
many providers can fill in quote to client

client received PDF quotes to inbox

I receive money to Paypal account.

would like fully automated service with paypal at the bottom of suppliers quotation page so I get paid before the quote gets sent

client should receive nice looking auto pdf generated quotation from hopefully many suppliers in that area. I receive commission based on finding the leads.
