PSD to Wordpress Blog - Responsive, Clean, Hand Written Code

I've designed my Wordpress blog in Photoshop and I'm searching for a professional developer that can bring it to life for me. I'd like the site to be responsive and compatible with all browsers. I'm extremely picky about padding and margins, so I also need someone who has an eye for details (if the padding is 5px in the PSD, then it should be 5px in the code!).

I've attached a very rough mock up of the design—there are a few discrepancies—ignore those! ;) It will also be shrinking this to about 90%. But it should give you an idea of what needs to be done. I believe it's pretty simple. I'm worried about getting the right plugin for the "similar stories" section. I want it to look exactly as I've designed it, so I'll need someone who can customize a 'similar stories' plugin. These links will link to MY other blog posts, not random stories on the internet.
