PSD cut up and Wordpress template creation

I require the creation of two wordpress templates from PSD design to include standard admin functionality for one website. (Templates are essentially home and content pages)

Other bespoke functionality required is:
- two separate email forms inc. radio buttons and text fields
- one additional email generation page
- Simple banner upload and replacement for home/index page
- Image Gallery plugin - ideally employing third party image storage site)
- integration of MP3 player on home / index page (automatic play on load) (admin access to change track)


I have had this coded (very badly) previously, by what turned out to be a very poor developer and have been forced to restart the development from scratch.

Previous development of Wordpress Templates is essential.
