Provide onscreen display over video on full screen from text file

im tryng to recreate what samurize can do but over a full screeen application without annoying blinking.

scenario. i'm playing video (webcam) full screeen using debut video player (you can download free demo to test - http://www.nchsoftware.com/capture/support.html).
And i want to use a text file to display text on screen (samurize does this, but it causes the text to blink, which is unacceptable ).

i can set numbet of lines to read from the text file (usually, i would use 2-3)
i can also define the font, size and color of text i want to use
i can also define the position of the text
I can define the refresh rate of text (being read from file to display on screen)
Unicode text is supported

Text would have a transparent background, but I can define a background color or semi-transparent background color (and percentage of transparency)

This can be accomplished in any programming language that will work for windows. I will ultimately own your code when complete.
