Programming for wordpress site.

We require for our Estate agency website follwoing features:
- Publish property on the site with user friendly CMS on backend.
This should be 2 separate systems for Housing letting and commercial letting page.
-All properties in a certain way to publish on site(There will be a difference between housing and commercial letting).(User friendly system on back end)
- Email page with Name, Phone, Email, Postcode, Radio button with Sale/ Letting end off course send button.

Also some help with Theme and maybe a system to send new properties to various registered customers.

I would like to mention we are new start up so please bid reasonable, hired contracter can be used for all future changings and on the site.
