Proffessional ecommerce website

i need a professional e commerce website for a company. The website should be able to handle payment via credit or debit card.Also it will have a CMS back up where content would be updated and published to the website. The website has to be responsive on mobile and web. I would prefer any OO programming language. And the developer has be to flexible to change and requirements would change alot during development.
