Plugin For Classipress Theme Based Website

I am looking to have a plugin made for a classipress themed wordpress website.

The plugin is a auction plugin where the sellers of an item can basically opt to sell their item "auction style". There would need to be a customised page where they can select to sell as a basic ad, for example a 30 day ad or auction style for a maximum period of 10 days. There would also have to be an admin page where the site owner could set specific set prices to have an auction.

I also require all rights over this plugin
