Picture Overlay Tool

I need a program produced that will overlay some txt onto a picture for a mobile game i am trying to write for my kids. The program needs to take a picture (small picture for displaying on a mobile phone screen) and overlay some letters/numbers (as supplied in a csv file) onto it in a 4x3 grid (see attached doc for description).

The font, colour and size of the letters must be configurable and the program must be able to produce as many final images as there are in the csv file, each with a unique file.

It should be a relatively simple program for someone who knows what they are doing but I haven’t got a clue where to start. The final images will be used for a game that my 7 year old daughter is making for a school project so funds are not inexhaustible but it would make her day if i could get it done for her.

I have attached a word document with some further details in and also a sample txt file for the input and a sample final picture that i need.

P.S. I will email a sample txt file on request as i con only add 3 files.
