PHP script needed

I need a PHP script (that may include some Javascript ) that can do the following...

A toggle on/off radio button (or css generated button) that can change the properties of a hyper link on a separate page of a site.

I have a database that can store the link and image variables if the solution is to echo in the variables. I would also ideally like to stop site users bypassing the link and going directly to nextpage.html when the link status in the "off" position. The links url is one that I am using to illustrate what is need.
