Php, Mysql and Html Programmer

I owe virtual website which is similar to neopets but much smaller with good userbase. I have a programmer which need extra help with the coding.We have the main site in Php and Mysql and the development site is in code Igniter. We have ready made script from the main site which need to recode to work into new site with framework codeigniter.
It would suit student who would gain more experience and expand their portfilio,ideally work from home,need to have expereince on php, Mysql and code igniter and possibly javascript, and would work well with friendly team.
I would not accept companies that have programmers in house, even though it stated location anywhere but ideally looking for mainly in US and UK.
