PHP - CMS Expert for music social community

We are looking for a PHP/CMS expert to help us on our new website project. It is 1 website which will become a music community website and the webpage would need to be fully designed from scratch or a CMS system can be used as long as it is manipulated to fulfil our needs.

The following points are the most important to us as we start this venture:
Users sign up and create membership online.
Members each have their own artist/band profile.
Members can add there singles and albums via inserting a link to video i.e. Youtube link. All singles and albums can be organised by that particular member user.
All albums and singles and the artists/band's profile will be viewable and searchable by public users.
Search functionality, where Public users can search for i.e. artist/band name, album name, single name etc.
Rating System; All user's (Public or members) views of a single and album is counted and statistics compiled into the backend of website for the administrator to see and also a 10 out of 10 star rating system for all users to rate the singloes or albums they hear.


Almost endless possibilities when it comes to changing the design (colours/pictures/module placement) around as admin.

We are also looking to start a long relationship with someone who can do work for us on and off.
