PHP CMS advertising site (Joomla)

I need an advertising site developing, preferably using joomla.
The site needs to contain user management (full contact details etc.) and the ability for users to post adverts.
Potentially build in a subscription module to charge a fee to user based on package required.
The site must be manageable online (hence I recommend joomla). I will need to be able to change subscription packages and easily update content.

This can be done remotely
