Photo Sharing App development for iOS - Urgent

My name is Binvhair and I am a British University graduate, currently working for an international IT provider. A passion I have developed on the side is the world of app development and particularly been impressed with the technical capabilities and high standards of developers.

In my spare time I have been passionately working on an app called 'Clique' (name tbc). To summarise, it is a photo sharing app in which users snap photos using their iPhone and apply a series of default filters (e.g. Indoor, outdoor, dark, fast moving, selfie etc). The aim is to enable users to instantly snap and share beautiful photos.

The way the photos are shared are through a series of interconnected boards. There will need to be a function for photos to automatically be scrolling down until the user opts to touch the phone screen to view a particular photo.
What I have given you is a high level overview of the app. Please note that I need completion of the app (which includes approval from Apple) to be completed by Friday 6th September (may be slightly flexible with the date). I would also be requesting the source codes to be provided upon completion which clear instructions.

The agreement will all be underpinned by a legally binding agreement, which both parties will sign. Payment will be made on a rolling basis when agreed delivery points are met by the developer.

I will happily then provide you with further information so that I can receive a quotation for the development of the app. I will be particularly keen to hear your proposal of the back end hosting for the app and how this can be scaled in the long term.
