Person removed from photo + touch up

Would like a person removed from a scanned wedding photo (c. 1970). It is indoors and has a plain coloured wall in the background (see preview attached) so should be relatively straight forward. Person being cut out is spectacles at the back. Require it to look as though he was never stood there.

As it's an old photo and scanned, a general touch up may be in order. This is being presented as gift so would like it looking good!

£20 budget given based on 45-60 minute package of work. Flexible depending on proposal.
