Pattern Cutter able to create patterns from images

I have a school wanting replica 19th century clothing made that was worn for rugby matches, for a replica 19th century rugby match being held for the Olympic Games. The garments consist of a pair of trousers, a tunic and a sweat shirt. I am looking for the styles to be simplified slightly to reduce costs and for the patterns to be graded in S,M,L,XL. The deadline for the garments is May so I need the patterns ASAP.
