Page to design as per sketch using CSS (on existing website)

I need someone with excellent CSS skills/professional level web designer create two pages on an existing website - you may have to add on a couple of CSS styles for what i'm looking for

this will involve

- adding "smooth scrolling" features (on LHS of page there will be links that should make the RHS of the page scroll down)
- having a table be stuck at the top of the page even when scrolling down (similar to http://www.mondocteur.fr/rechercher-un-dentiste)
- the rest is fairly basic font formatting etc..

I need this done in the next 12 hours and will send you a sketch and a word file with the text to go on the page when you send me a couple of examples of what you have done
