Optimisation of Google AdWords Campaign - Expert Required

We require an individual with proven expetise in optimising/creating Google Adwords campaigns. I'm an online retailer of sunglasses, and have several campaigns running at once - they are doing reasonable well but I'm sure they could be vastly improved. I have some knowledge of google adwords optimisation keywords, adding or removing search terms (viewing search terms), negative keywords etc. However i require someone to objetively look at the campaign's performance and to focus on optimisation, and to improve conversion rates (and reduce bounce rate) - and analyse performance. This successful person will also be asked to improve the wording of my adverts (making them more catchy / attractive if possible) and to also create some image adverts (which I have not yet done). To summarise, I need someone who is confident in their abilities to improve an ongoing campaign by addressing a variety of aspects mentioned here (also your own suggestions will be welcomed) - this is not an ongoing job - after a couple of months I would like to take over the campaign management so the candidate will be required to liaise with me on all aspects of work - keeping me fully informed so that the campaign will continue to be successful in the long term. Please provide your bid in an hourly rate and tell me how many hours per week you will be working on the campaign (if your estimate differs to my suggested rate please explain - I am willing to discuss/negotiate) - I'm guessing approx 2 hours per week as the campaign is already running no setting up required.
