One pager website - strong graphic designer

This is a one page website that has a children theme. It will contain one text frame, a picture frame (with changing pics), and some graphic themes (Dora the explorer, maisy mouse, ane trotro, and a giraffe). We will also need a link to Facebook, and a submit a message facility. The same page will need to be duplicated to Russian. (Flag buttons to switch between pages). Preference for Dreamweaver (we will be updating the text ourselves from time to time). The page should also be iPhone friendly.
