New Specialized News Site

I need a brand new, professionally done, news website that includes news aggregation and a web crawler. This is a fairly complex project that requires experience - any attempt at “on the job training” cannot be entertained. While the development of a professional looking website is required, the main tasks are to aggregate news relevant to information and communications technologies in Africa and to create a web crawler that will gather relevant information from the Internet. Here are the general requirements for the website:

• It should have a very easy to use content management system - Word Press is preferred but we are open to entertaining other suggestions if this improves the site.
• The site should be optimised for search engines, especially Google
• Although we will provide detailed instructions, we will consider the developer’s inputs to help make this project a success story
• The site should include security features preventing spam, especially blog comment spam
• Includes search functionality and ability to display search results on some of the pages in a well-organized fashion
• For the pages where users have the option to create their own login accounts, they should have the ability to change and reset passwords without the intervention of the web manager
• While all the services offered on the site will initially be free of charge, the flexibility to implement paid subscriptions in future is required
• The project should be divided into at least six mile stones corresponding to sections detailed below
• The site will be supported by ads, so place holders for ads will be required. Ads will have to be neatly placed and not interfere with or clutter the content
• We will use previous work and as our main criteria for evaluating candidates
