We have an existing website on a custome CMS with a web dev company (ie we are captive to their extortionate fees!)
We want to reskin the CSS with a fresh design but not willing to pay £1000's to do so. I can give you a very detailed design brief as to the site structure and functionality (eg web forms), but need a new set of 4 page templates. I would prefer a local dev who I can sit with (ie Southampton or in Hampshire) to fully explain the requirment.
