New bespoke website design.

We need a new website designing for a brand new project.

The site will have the same basic idea as linked in; http://www.linkedin.com. The main functionality will be;
There will be a payment system based on paypal or similar for people to sign up to the site.
There will be video functionality streamed presumably through U tube
There will be two sides to the site - password enabled content and general public content.
People will need to be able to set up their own profiles, including photos etc and tailor their backgrounds, colours etc like on similar sites.
There will be no general news feeds or similar though.
There will be the ability for webinars to be posted (though probably hosted externally) There will be two types of these - free content on the free side of the site and paid for content where people will pay additionally to watch webinars and videos. Payments must be taken via again paypal or similar but should ideally split the payment down into two different payments.
There will be several different adverts, banner adverts, flash and non flash, static etc, though don't include these in the cost, please supply a separate cost for these so that this can be passed on to advertisers so there is good potential for future earnings for the web developer here.
There should also be the potential for a main 'flash' banner advert on the head of the site, which should be able to be altered through the CMS.
There must be a good CMS system to run the site for updating it.
There will be a person to person contact done through skype or similar.
Secured email forms like here.
People must be able to list their skills, interests, etc and people must be able to search based on these items, a little similar to a database.
I am not sure how many pages there will be yet, probably around 10.
We have no real pre-existing design requirements for the site, though everything that we have in terms of design, functionality etc will be fully drafted out on paper and sent to the winning bidder.
I will design all of the pages, links, functionality etc on paper and send to you.
I want ongoing maintenance by the developer but also the ability for you to send me the completed designed files when completed just in case (proverbial bus) (after full payment from us)
I can envisage the site going through 3 or four drafts as people come on board and suggest changes. I am happy with a price now for the first draft and a guideline for ongoing alterations and maintenance. Revisions must not cost the earth, as they will be minor work in comparison to the overall site build.
The site needs to be fully compatible with all systems including Iphone/Ipad and android phones.
WE ARE GOING TO AWARD CONTRACT BY END OF THIS WEEK AT LATEST. and we would like a working first draft by no later than Mid June.

There will also be later work to develop mobile apps for Iphone and Android apps for the same site which will follow the same principle and similar design so it will make sense for the same developer to do both.
Though we would prefer someone from the NE of England this is not Strictly necessary as we are happy to chat over skype etc if required, though rest-assured our designs will be good quality and easy enough to follow.

This is as much information as we can give at this stage and we need to award the contract based on this, therefore we would appreciate your BEST FIXED PRICE based on the above and will not open up the table to loads of questions. You must be confident that you can carry out all of the above and not end up trying to give us a simple template site.
Please provide your best fixed price for the above, including deadline and any specific information you may require AFTER being awarded.
