Need to get a web coded

Description: The website is for online bidding. Just like this PPH website, but much simpler. I have layered PSDs ready and want someone to code it. you can use any cms or core PHP according to your ease.

The website will have 4 type of users

Super Admin: all powers
Service Buyer: will post the requirement to ship a machinery.
Service seller: will bid to get the project.
Tech Expert: will be able to invite people via email to register and bid for a particular project. will suggest top 3 sellers to the buyer from the bids based on his technical expertise.

The website will be a lot like PPH in functionality, but way simpler (just one core functionality, no hourlies types of jobs etc etc etc)

The 3 main pages are homepage, buyers dashboard and sellers dashboard. Other pages are FAQs, Contact Us, How It works, Privacy policy and a simple blog. No forums for now.

There will be a newsletter subscription too.

Suggested working:
All jobs will have a unique ID and page. It will have few fields which are meant to filled by the service buyers while posting the job. the service sellers will be able to contact and bid on the particular job. Just like PPH.

Regarding the payments on the website, Once the buyer finalizes a seller, s/he will deposit the money in escrow account, seller will complete the job, and then money will be released to the seller with a deduction of 1-2% fee.
