Need to fix an error on a joomla template

I am designing a site for a friend (www.bc-accounting.co.za/joomla16). However the template that I bought is not loading properly. The background and menu's are all white, however, they should a different colour and even changable via the temmplates control panel. But when you can the colour, nothing happens. Is it possible to see whether you can find the fault in the code etc to make it work? I don't have a big budget as my friend is not paying me. If it can't be fixed in an hour of work then I guess I'll have to look for another template.
