Need help setting up and designing facebook page for cause

Our dog was stolen in las vegas and I need help setting up a very nice facebook page that will get the information out and allow people to see the page very easily. I need someone that knows how to use and set up facebook pages in and out. An expert that can educate me on the best ways to set this up.
