Need database advice or programming

Need consultant or programmer for database.

I need a database for my webiste that will do the following:

1) By default, enable any visitor to view all records (guest login)
2) Enable visitors to join and enter their own unique information

PLUS

add/contribute at least 5 new records based on their own external searches and efforts

AND

3) Enable them to join, become a member and make their OWN contributed information hidden so it is not displayed on the publically accessible database.

If there is something out there that does this, I need a consultant to work with me in implementing and testing it.

If there is not - then I need a programmer who can create it or write a script/mod for an existing program.

This is a test project. Price to perform these tasks at this level will determine if I can go through with this and add features or not.

I'm on a budget.
