MYSQL PHP Databse Frontend Basic Site Full Design Spec

Please refer to uploaded pdf with full design spec rates table will need calculations they will be added to the design spec tomorrow. This is a small basic project that needs a front end login page admin rights and the ability to add users and control permissions.

This is the first of many jobs so would be great to find someone with constant work available to give on new projects and a lot more hours on development on this current database just need the shell up and running and off the ground by this weekend.
