Music Web Site, must work ok on mobile devices

A Music web site that will work properly and correctly on all mobile and hand held devices.

My budget is £1500, however I am hoping that this stage can be done for less as I will need stage two doing, adding a few more functions.

Home Page, Log In, Register, Search box. An audio but not video music player which will play different formats. Columns and rows with thumbnail pictures and descriptions of music tracks, linked to the player, another link to users profile. I have done the design of the site, which I am happy with, if you can make it look more proffessional fine, also it might need changing to work properly for mobile devices.

I would like instructions, to be able to select certain music tracks and place them on the home page and to be able to change the text and information on the site and change the banners. To delete inappropriate users and content thats been uploaded. To be able to see stats like how many people sign up, etc.

What system/ coding would you use, I have been told that it will need HTML5 coding to work on ipads and BB devices, is this correct. It has been suggested to me that a more cost effective way would be to have, only a few pages optimised for mobiles, to play music tracks on the home page and a search to play more tracks, would this work???

I would like it developed on your server, then tested and working correctly, before being presented to me, then transfered to my server, how long would this project take.

I've tried to think of everything, but I might have missed a few things, any questions please ask.

Please be AWARE, I don't think this site is as simple as it seems, yes standard functions but can you get them working together properly, the reason I say this, is that I was told, simple, straight forward, it will take two weeks, after four weeks I cancelled the job.
