Experience Level: Intermediate

I have written a song and want to add a doodle video so I can release it on YouTube. I love the idea of having a doodle of a smiley person walking their dog. Ideally it would be a bouncy lively dog chasing sticks/balls thrown, jumping into water, walking with owner in fields and woods. Possibly about 2 mins. Is this a possibility? I'm open to offers for the budget.
