Modify the photo rating option in sim gallery component

I would like to have the sim gallery component on my website(georgefaced.ca) modified.

Here's the modifications i would like:

- When hovering over people's faces, an option to rate the person appears and you can rate the subject on a scale of 1-10.

- the top rated persons appear in the sim gallery top rated people on homepage.

Now i'm not sure if that is possible to do or how much work is involved, so i started the budget at 50$.
