Mobile Phone / Handheld Wireless Marketing Strategic Consultancy (B2C)

Hello everyone, hope you are having a good February. I am looking for someone to spend a day (say, £200) looking at my retail client's business and coming up with some suggestions about how they could market their company on mobile phones and handheld devices. I really don't know much about this media, so I am looking for a consultancy approach to provide some key insights which I can then implement, one way or another. I am thinking about how we can text a target market which is in the proximity of the stores, or who have pre-visited the website on their wireless devices recently. Maybe advertising on Apps. I don't know what is possible, legal, etc., so I am looking for helpful advice. The client has two London showrooms and these are bit ticket average sale items (say £3.5k+) and they operate in the fitted furniture industry.
