Migrate Joomla site from 1.6 to latest version

This is a website run by amateur enthusiasts and based on Joomla 1.6 with some 420 articles and around 8000 pictures. At the moment, site enjoys 12 to 15 thousands unique visits per month (+5-10% growth/month) and editors publish 4 to 8 entries per month. Templates have been customized and need to be adapted to the latest Joomla package in order to have a better localization (site is French) and latest features from the Joomla community. Finally, website is over 2 environments: one live platform (can't go down!) and one beta or dev.

Deliverables:

1. Migrate joomla to the latest version available (3.0?)
2. Implement JCE and WidgeKit in order to provide more flexibility to editors
3. Develop and adapt the home page in order to accommodated a slightly different layout

You:

1. Joomla expert with proven migrations track record
2. English or French
3. Easy communicator and not shy to ask questions or make suggestions!
