a) a FIXED-AMOUNT quote for this work (i.e. hour rate x number of hours; I'm looking for quality responsive work, not cut-throat pricing);
b) a very brief paragraph indicating comprehension of the task;
c) very brief indication of similar previous work (indicating good Excel calculation skills but also good attention to format/design); and
d) a UK phone number or Skype.
I will ONLY consider bidders based in the UK.
JOB DESCRIPTION, GENERAL
We need a reporting spreadsheet to generate a report from survey data. So we need a blank format that will generate the report each time the data is entered into it. We anticipate at least 10 hours work; we think the Excel programming is probably straightforward; but it will be important to work with us to ensure that the final product is smooth and user-friendly and idiot-proof. We will provide detailed and precise specifications.
Initially we need you to generate one report spreadsheet; then when that’s finished we’ll need another closely analogous spreadsheet; and then when both are done we’ll need some help integrating this with DoForms (an internet-based system for implementation and management of surveys via smartphones)… this latter sounds complicated but probably isn’t. The important thing at the outset is the first report spreadsheet (the SURVEY DATA SPREADSHEET for OUTCOMES surveys): your quote should be for this spreadsheet.
I attach three files for clarification, see Point 7 below.

1) We are a not-for-profit company, we do projects in African cities to improve water and sanitation in slum communities. For example, we might work over three years in a slum district in Nairobi, and during that period we will construct 30 water standpipes and 40 communal toilets. A bit more complicated than that, but more or less.
2) At the beginning of a project, we carry out a BASELINE HOUSEHOLDER SURVEY to assess what water and sanitation facilities people already have. So if there are 10,000 households in the district, we might randomly select 100 households, and use a questionnaire to get data. Then at the end of the project, we will again do an analogous OUTCOMES HOUSEHOLDER SURVEY of 100 households to see whether there has been an improvement.
3) To make it easier to manage these surveys, and to get readily comparable data from different districts, we have a standard set of survey tools (i.e. a standard questionnaire and associated guidance etc.). We're currently doing a major review of these tools, so that they work better.
4) The survey tools (one set for BASELINE, one set for OUTCOMES) comprise a) guidance on to plan and do the survey; b) the questionnaire; and c) a SURVEY DATA SPREADSHEET. The Survey Data Spreadsheet is an Excel workbook basically comprising two worksheets: i) a simple format for the survey implementers to input the survey data, and ii) a report worksheet which does some simple calculations on the survey data and presents this is a reader-friendly way.
5) We’re initially asking you to write the SURVEY DATA SPREADSHEET for OUTCOMES surveys.
6) We are finalising a detailed specification of what calculations and graphical/tabular outputs are required in the Survey Data Spreadsheet, and we will provide close support if you have queries.
7) I attach three files which I think should clarify this: a) the questionnaire itself; b) an example of survey data for a recently completed survey; and c) the specifications sheet (nearly finished). The survey in (b) was done very recently,* with the new questionnaire (or very nearly), but without us yet having completed the Survey Data Spreadsheet. So the finished Survey Data Spreadsheet should have two main tabs: the first tab basically the same as the data sheet in (b) [though of course blank, without the actual data], the second tab basically like (c)... but of course current (c) is just a mock-up, you have to actually write the formulae to create this tab.
