Telesales marketing for listings website

I would like to commission somebody to make marketing calls on behalf of my website. This will involve making calls to a list of contacts/company’s running classes and courses in the local area (list supplied). The requirements will be to:

1. Phone up company from supplied contact register
2. Introduce our website and ask if they would be interested in joining for free (an example script will be provided)
3. Briefly discuss any concerns/questions they may have
4. Take email address and name and register them on website
5. An (email will be auto generated with password – tell them they can change password the first time they log in by clicking on Edit Profile
6. Send out another email and explain what this contains
7. Maintain user database noting down received contact details and key responses/outcomes of call
8. Ask a couple of market research questions

As you will see this is not a hard sell project however it is key to have a good relationship with those you are calling and to represent the brand well as selling will be an option later on. Therefore I would much prefer a specific person and the same person that responds to this job should be the person that will make the calls.

I have an extensive list of over 500 suppliers but would envisage that as a starting project only 100-150 should be contacted.

Note: Depending on success there is the possibility of ongoing work.

Could you please tell me:

(1) what your charge would be for this (i.e. 100 contacts made therefore number actually contacted from contacts list may be higher but may be repeated no answers therefore I will supply say 150 contacts)
(2) how much time you would think it would take?
(3) Would you be quoting this on a fixed price or a per day or per hour basis?
