Optimise my Adwords campaign

I have set up a Adword campaign and have three ad groups running. I'm looking for an expert to assess what I have done and give advise on how I can improve click through rates while keeping a low CPC. I know the basics so really looking for an expert to optimise this campaign and explain what he has done and why he has done it. This should be provided as a mini report.
