Marketing Campaign/Strategy consultant wanted, Offline Included

I am currently working on a Proof of Concept Project to provide small to medium businesses with basic tools for the every day efficient running of their business.

Part of this will include the ability to at a high level document and keeping track of their marketing campaigns as well as smaller scale marketing activities. I am looking for a subject matter expert help by:

1 - Development of questionnaires designed to assist with the creation of marketing campaigns.
2 - Providing list of marketing tactics (both online and offline) with examples, descriptions, advice and metrics for gauging success
3 - Assist with the testing of features (from a user point of view)
