Email marketing

I am looking for someone who can create and manage an email marketing campaign for my business.
I want to send weekly specials via emails to our customers as well as sending Emails at least
£10 million E mail address which I have bought and I can submit this to you via attachment,
I know all emails may not be working but I need to send to this all, can you manage it ?

I have made a new promotion just need to make that as a HTML content to email,
We have a customer email list, but I also want someone to find more email addresses on the web for
potential customers.
