Database Cleanser/ e-shot Builder

My company has a large database of 8000 mailing addresses for organisations that we e-shot and mail to.
Within each organisation we could typically have 5-10 contacts/buyers of our products.
We have the generic email addresses for 40% of the organisations (with another 20% that will have changed or be out of date.)
We have telephone numbers/addresses for 95% of our database.

The generic email addresses are typically for \"enquiries\" at the organisation address.

We also have probably 30,000 named contacts at the various organisations.
The database is now quite old (up to 5-7 years)
We need to clean the database (it\'s the direct email address and named person that we are after.)

We are dealing with schools and colleges.
Typically if we phone and ask the school secretary for the name of the Ski Party Leader, they will supply it.
But when we ask for the Ski part Leader\'s email, we are given the school secretary\'s email ( as they will not usually divulge direct emails)

I need to cleanse my current database and get generic emails for all organisations.
I need to get names for organisers of school trips in the school.

I need to have a means of encouraging the party leaders (Ski Party leader, WW1 History Trip Leader, or Head of History etc etc) to give me their direct email address.

Usually the people we are trying to get through to (the trip organisers/teachers) are not near a phone and will not answer the phone during the day nor will they just give their email address to canvassers.

Ideas....????
