Website for a person to leave video messages

Looking to set up a website where someone can go on sign up leave video messages for a love one or friend for them to see after that person has passed on the site will need..

1. We would have a home page where in the user will land on and can find more information about the platform.
2. The user can sign up to create an account.
3. Once he signs up, he will pay one time fee for creating a account and which would also give him free 5 min upload of a video. Following that we will be charging the user for every per minute of video uploaded under his account.
4. We would be using Stripe for payment.
5. Once the user signs up and pays, he will answer security questions. The security questions will be standard and will be fixed from back end. However, the user can add one extra question (other).
6. He can then create folders in his profile and upload the video.
7. If the user uploads the video and is not willing to pay the calculated amount, that video will not be visible to him or to anyone unless he pays.
8. The user can share this access for security questions with his kin and they can answer the security questions to access that particular video assigned to them. It will be guest sign up.
9. They will not be able to see the video which is not assigned to them.
10. Once they see the video there will be option for download and delete that particular video. The user’s account will get inactive when all the video’s are downloaded and deleted.
11. The admin from his panel will set the questions.
12. The admin will have info on all the users.
13. If user’s kin does not have right answers to access the video, they can contact admin for the access to the video.

Wheat i am hoping for is a start up website then if it goes anywhere i will put some good money in to it..
