Make "add your photo" mandatory during signing up

I need my users to add their photo before they can complete signing up.
1. During signup make it such that the user must upload photo of himself after which they will be referred to number two below.
2. There are currently 12 dating information to be filled in by the new user. The user is expected to fill in at least 5 of the attributes / dating information before the user will then be refferred to number 3 below.
3. Users should be provided with the list of dating status to also select from. Go to profile page after signing up and see the extensive list of status, the user should be provided with these list to select from and what he selects should reflect on the dating status section in the profile page.

The above three must be done before sign up is complete.

Bidder must try signing up to see how the signing up proccess works before submitting quote as the "upload photo" and "dating information" prompts are already in place, though as it stands it allows users to complete sign up whcih is what I dont want.

I just want it not to sign up the users until they select as listed in the above three.
