Make a telephone call to Japan

We are a recruitment business and need to take a reference out on someone who wants a job. We need to get a reference from his old college in Japan. Problem is that we get through to a voicemail and can't understand a word!

We need someone to call tomorrow morning and get an e-mail address for where we can send a reference request. We also need to know if they can accept it written in English.
