Looking to work with an incredibly creative designer to build a new HTML + CSS site

I'm looking to work with an incredibly creative designer to build a new HTML + CSS website for the following spec

- develop and design page layouts, look and feel to be used throughout the site
- design the navigation scheme
- design buttons and images
- creation of online application form with data collection
- provision of technical support after the website is online.

This is just a Student Career Development Portal provides an integrated range of quality, career focused services which will provide information for students and graduates to decide and plan their future career. The site will enable jobs and scholarships to be posted so that only registered users can view.
