Looking for web developer/designer to develop a subscription based ecommerce website

I’m looking for a creative developer/designer to develop a subscription/membership type ecommerce website handling up to 7000 products. There will be a total of 4 plans.

The website must be able to manage customers and their subscription plans with the ability to upgrade/downgrade/cancel plans at anytime etc etc. The idea is that once a customer purchases a plan they pay a monthly fee of which they are able to purchase the products at cost price -they pay what we pay plus each plan has other additional benefits liked capped limits on orders. I can provide more details on the plans later. The website must also be able to handle products, special pricing, discounts/coupons etc etc.

Please respond if you would be interested in taking on this project. Also please provide an estimated number of hours this would take to develop. I would also be interested in knowing which would be the best platform (drupal, wordpress, or any others etc etc) to implement this type of model in.

Finally, the hourly rate I am willing to pay is £12-15 per hour.
